IECC Holds November Meeting

The Board of Trustees of the Illinois Eastern Community College District No. 529 met
Tuesday night, November 21st at Frontier Community College, Fairfield, Illinois.
Based on their last revision dates, Board approval was given for minor modifications to the
following policies:
• Student Board Member, Policy 100.4 to reference the appropriate state statute.
• Review of Policy 100.5 (District Calendar) to elaborate on the calendar’s approval
authorities, timeline for completion, and dissemination upon completion, as well
as making reference to it as the academic calendar (vs the district calendar).
The Board approved a resolution setting forth that Trustees will meet on the third
Tuesday of every month in 2024 with the exception of the December 2024 meeting, which shall
be the second Tuesday of the month.
The Board approved an agreement with Southern Illinois University (SIU) for a
continuation for the use of their Motorcycle Rider Program facility for Frontier Community
College, Lincoln Trail College, Olney Central College, and Wabash Valley College.
Affiliation agreements were approved with Clay County Rehabilitation Center, Edwards
County Health Office, IECC System Office, and SIHF Healthcare.
The Board approved Communications and Public Relations, Policy 600.2 which is a new
policy replacing Public Relations, Procedure 600.2.
The Board approved a resolution establishing a 2023 estimated tax levy for taxes due and
collectible in 2024. The estimated tax rate for the 2023 levy, which is inclusive of all levies and
anticipated bond issues, is consistent with the District’s 20 year average at 43.80 cents per $100 in
equalized assessed valuation.
The Board approved a resolution setting forth that the Trustees will meet on the third
Tuesday of every month in 2023 with the exception of the December 2023 meeting which shall be
the second Tuesday of the month at 4:30 p.m.
An agreement to lease two 2024 Chevrolet Trax vehicles from the Lincoln Trail College
Foundation was approved.
The bid committee recommendation was approved for acceptance of the bids received from

Bison Aerial Equipment, LLC for a total of $62,323 for the purchase of a bucket truck and $52,815
for the purchase of a digger derrick truck to replace items lost in the March 2023 tornado.
The following personnel were employed: Jena Combs, Music/Instrumental Instructor, LTC
effective August 4, 2024.
Change in employment status effective October 23, 2023 was approved for Jamie Barbee
from TRIO Upward Bound Coordinator, LTC to OCC.
Changes in employment status effective November 27, 2023 were approved for Candice
Young from TRIO Upward Bound Counselor, LTC to TRIO Upward Bound Coordinator, LTC;
Quianna McGee from Part-time to Full-time coordinator of Public Information and Marketing,
WVC; and Brianna Simpson from Office Assistant, FCC to SBDC Office Assistant.
Temporary change in employment status effective November 27, 2023 – November 27,
2024 was approved for Russell Carie from Part-time Operations/Maintenance to Temporary, Full-
time Maintenance Worker, WVC.
The Board will hold a Special Meeting on December 12, 2023 at 9:30 a.m. at Lincoln Trail
College that will serve as a Board Retreat. The purpose of this Special Meeting will be a planning
session for the Board. No formal action will take place at this meeting.
The next regular meeting of the Board of Trustees will be Tuesday, December 12, 2023 at
4:30 p.m. at Lincoln Trail College, Robinson.
